PASIGHAT, Nov 11: Pasighat Police said “Mizo boy Lalmuankima Chawngthu’s post mortem report suggests that he died due to asphyxia.”
“Initial report does not show any foul play in his death, However, the actual cause of his death can be confirmed or ascertained only after the viscera analysis report from Central Forensic Science Laboratory, Guwahati is out,” said OC N Riba. “We are conducting thorough inquiry into the case and also considering all angles whether it was an accidental, suicidal or homicidal death.”
“There is also every possibility of his falling down into the river from his bicycle as the post mortem report established that Lalmuankima was drunk,” police said.
Lalmuankima was a BSc. (Agri) fourth semester student of College of Horticulture & Forestry, Pasighat and his body was found at Komlighat, Siang on October 25.
Libang inspects reconstruction of Nubo bridge
YINGKIONG, Nov 11: Tuting Yingkiong MLA cum Parliamentary Secretary PWD, Alo Libang accompanied by Bading Teng ZPM, Tani Taki EE PWD and public leaders inspected the ongoing reconstruction site of Nubo Steel Suspension Bridge over the Siang River today. The bridge is connecting the district headquarter Yingkiong left bank and Jengging circle under Tuting subdivision on the right bank.
The bridge constructed earlier was washed away by the then Siang flash flood in 2001.

ITANAGAR, Nov 11: The Banking Ombudsman for North Eastern Region in association with SBI conducted a meet at Banquet Hall here yesterday to spread awareness about Banking Ombudsman Scheme, 2006 in Arunachal Pradesh.

Boy escapes from the clutches of kidnappers

Misappropriation of fund alleged
ITANAGAR, Nov 11: The Arunachal Pradesh RTI Forum for State Development has alleged the state Water Resource Department of misappropriation of funds.
In its complaint letter submitted to the Chief Vigilance Commissioner and Chief Secretary seeking enquiry into the matter, it claimed that the work pertaining to protection and preservation of Archeological Park at Itafort Southern Gate is irregular as per the funds allocated.
Arunachal student in Tamil Nadu hospitalized
ITANAGAR, Nov 11: Kaling Tayeng, an Arunachalee student studying in Tamil Nadu is reportedly fighting for his life in a hospital in Salem after he met with an accident in Salem city in Tamil Nadu on November six, informed Arunachal Students Union Tamil Nadu (ASUT).
ASUT president Kipa Peter, who rushed to Salem from Coimbatore on November 8 after hearing the news of the incident, informed that Kaling was in a state of unconsciousness and fighting for his life. He also informed that Kaling was beaten by some local people in Salem due to some misunderstandings before he met with the accident.
Meanwhile, the ASUT president appealed to the Arunachal Pradesh Chief Minister to provide some facilities to the students studying outside the state to meet the medical expenditure during such incidents and emergency.
He also urged the students to be careful while travelling to avoid such accidents.
Councilor alleges misappropriation of fund
ITANAGAR, Nov 11: Pasighat Municipal Council, Ward 12 councilor Kangge Moyong in a letter to Deputy Commissioner East Siang District said that the Government has allotted huge amount of fund for different developmental projects and for the welfare of the public through Pasighat Municipal Council, East Siang District during this financial year. But the allocated funds were not utilized properly in the works allotted.
The councilor appealed to the Deputy Commissioner to intervene and enquire into the matter under what circumstances the said funds allotted by the Government were converted and diverted to other purposes.

Stop wrong practices
Dear Editor,
Through your esteemed daily, I would like draw the kind attention of higher authorities of J.N.V towards the lackadaisical attitude and functioning of the JNV, Goju (Bordumsa) in Changlang District of Arunachal Pradesh.
It has been noticed that several times the school authorities are allowing the students to proceed to their home without consulting/informing the parents. I am aware of the facts that institution like Kendriya Vidyalaya, V.K.V and J.N.V does not have more than 2/3 days holiday either be it Puja or Local holiday at a stretch in their academic calendar, but the JNV authorities of the said school are in the habit of permitting their students to stay away from the school beyond weeks and days together. This encourages other student to follow suit, compelling the respective parents to pick up their ward by travelling long distance and spending days together incurring huge expenditure towards to and fro journey. However allowing a student to proceed home on emergency cases like serious illness of the student or parent of the student is an exceptional case but this also needs to be informed to the parent and they should obtain prior permission from parents before allowing them to proceed on leave. There has been instances of allowing students to take leave by issuing gate pass/permission “with own risk” of the student that too without informing the parent/guardian either by phone or other means of communication. This practice must be stopped to prevent any unforeseen incidents. If any unfortunate incidents take place, the school authorities cannot evade responsibilities and will have to answer to the civil societies at large. In this context, I would like to raise a question to the said school authorities, how they are issuing gate pass/permission “with own risk” of the student who propose to proceed on leave without seeking permission from parents since all the guardian/parents have kept their ward under the umbrella of school authority for better education. Such act on the part of school authorities is against the faith and trust of the parents.
Therefore, I request the higher authorities of the JNV to pass necessary instruction in this regard against the said school to stop such practices.

Differences over GST refuse to die
Differences between Centre and states over some key provisions of the Goods and Services Tax remain, with the empowered committee insisting that threshold turnover for levying GST be retained at Rs 10 lakh and petroleum be kept out of the purview of the new tax regime. The empowered committee of state FMs, which met on Tuesday, however expressed hope that the GST could be rolled out by April 1, 2016, notwithstanding the hitches. Centre had recently written to empowered committee chairman Abdul Rahim Rather suggesting that the threshold annual turnover for levying GST should be increased to Rs 25 lakh from Rs 10 lakh.
The states had in August decided that the threshold be fixed at Rs 10 lakh and had informed that to the Centre. Differences like this have been delaying the progress of works towards the implementation of GST. The GST Constitutional Amendment Bill, which was introduced in the Lok Sabha in 2011, had lapsed and the NDA government will be required to come up with a fresh bill. The finance ministry is in the process of preparing a Cabinet note on the GST Bill. States want that petroleum, alcohol and tobacco should be kept out of the purview of GST. The states are yet to receive the draft constitutional amendment bill from the Centre. Both centre and state will need to find out a solution which is acceptable to both. Implementation of GST will help in the revenue generation.
Rijiju calls for coordinated efforts to speed up project implementation
AALO, Nov 11: Union Minister of State for Home Affairs, Kiren Rijiju has exhorted various agencies of state and central Govts to sort out any problem confronting each other through mutual discussion in a coordinated manner.
Convening a coordination meeting related to major issues that require his intervention with Army, BRTF, ITBP, Central Govt. employees and HoDs at DC’s conference here yesterday, Rijiju said “All organs of the governments, state and central, should sort out any problem confronting each other through mutual dialogue through coordination meetings from time to time.”

Kaso for early construction of bailey bridge over Pachin river

NAHARLAGUN, Nov 11: UD Parliamentary Secretary and Itanagar MLA Techi Kaso today urged the PWD engineers to construct the proposed bailey bridge over Pachin river soon to ease traffic congestion in Capital Complex.
The 60 metre bridge would provide an alternative road to Papum Pare district headquarter Yupia and divert the traffic through the heliport road. A suspension foot bridge facilitates pedestrians to cross the river now.
Naharlagun PWD division, EE Taniya Soki gave a detailed account of work progress for the proposed bridge when Kaso along with councilor Tarh Nachung inspected the site here.
“Complete the bridge soon as it would provide a great relief for officers, officials and public who go to Yupia besides the ITBP personnel for to and fro movement from their headquarters,” Kaso told Soki.
Kaso along with Nachung and a group of engineers earlier inspected the ongoing work of colony roads in Nirjuli and lauded the PWD for the quality work. He asked the engineers to complete the colony roads in a time bound manner.
The MLA also made a surprise visit to Nirjuli secondary school to plan the expansion of building to accommodate the ever rising number of students which stands at around 1200 now.

East Kameng women sensitized on Domestic Violence Act
ITANAGAR, Nov 11: Women folks from East Kameng were sensitized on various women friendly laws and their rights to protect themselves from domestic violence in an awareness programme at Seppa today.
Addressing the participants, Pipu Child Development Project Officer (CDPO) Lenzing Tagi elaborated the various legal provisions under Protection of Women from Domestic Violence Act 2005 and also the major causes of domestic violence in the district. He asked the womenfolk to approach the Protection Officer or the service providers in order to avail the legal provisions under the Act.
Dr. Dirang Pizi mentioned the role of doctors in the events of evidence collection and in the process of treatment of victims of domestic violence. In this regard, doctors’ response should be prompt, he said.
Representing the service providers, Yatek R. Riang, President Women Welfare Organization (WWO) narrated the problems faced by the district in details.
According to her, early marriage and polygamy have been the main causes of domestic violence, she called upon the womenfolk to come forward and report any kind of domestic violence to the appropriate authority for initiating legal action against the violators.
She also stressed the need of women police station as well as shelter homes for the victims of domestic violence. DDSE Kata Rangmo appealed to the civil society to shoulder the responsibility to eradicate prevailing social evils. He expressed his strong reservation on widespread misuse of technology like mobile phones by youths. He requested parents to discourage providing cell phones and bikes to their school and college going children. Instead, parents should open accounts in their children’s name and deposit money for their higher education, he suggested.

Pema inspects under construction bridge at Jangda – Shyro

TAWANG, Nov 11: Tourism, UD, Art & Culture Minister, Pema Khandu today inspected the under construction RCC bridge at Jangda – Shyro along with the Chief Engineer (Western Zone), Jang ADC and Superintending Engineer of Rupa circle. The bridge sanctioned under SPA connects Rho and Jangda village apart from several Regimental units of the Indian Army.
The bridge apart from having strategic importance will also serve as the lifeline for the villagers living along the borders.
The RCC Bridge is still under construction and owing to its rugged and harsh terrain, a RCC work is expected to cause further delay the work for another long two years.
The Indian Army and the villagers on several occasions has approached the Minister to change the scope of work from RCC to Bailey bridge so that the bridge can be completed at the earliest and still serve the purpose of connectivity.

Kéérook and Other Stories from North East India is a collection of 10 fictional short stories based on lives and livelihoods of the people living in the region. The stories narrate tales about the unique way of life, customs and traditions of people of North East India.

These are of special relevance due to the increase in racial indicents against the people of North East by so called people from mainland cities. The stories in the book will go a long way in helping and understanding the ethos of North East India. It is a must read for a fine perspective on North East India.

The event was attended by many dignitaries including Doli Loyi, Commisioner Income Tax, Subhash Das, Additional Chief Secretary, Govt of Assam, many retired officers from the Defence services and alumni of Sainik School, Goalpara.
The following are some excerpts from one chapter of the book;

..........This biased classification of Chinky’ people in India based on appearances led to some paradoxical but hilarious incidents. While returning after seeing off a colleague at Pune railway station, Kabit Perme from Arunachal Pradesh was commented upon by a localite:
‘Nepali...’
Kabit stopped and replied ‘Pakistani...’
‘How can you call me a Pakistani...?’ the man thundered back.
‘How can you call me a Nepali...?’ Kabit replied.
‘You look like a Nepali...’ the man replied.
‘You also look like a Pakistani...’ Kabit stood his ground.
‘Don’t call me a Pakistani...’ the man charged.
‘You don’t call me a Nepali...I am an Indian...the same country as yours...’ Kabit replied and walked off.
On one occasion, some main land officials casted aspersions on the citizenship of north easterners.
Khotuo Chaya from Kohima and Noune Zhotso from Piphema in Nagaland applied for passports at Bengaluru. After an inordinate delay, the regional passport officer called them to the passport office.
‘Where were you born?’ the Passport Officer asked Khotuo and Noune.
‘Kohima’ Khotuo replied.
‘Piphema’ Noune replied.
‘Where were your parents born?’ the Passport Officer continued asking.
‘Both in Kohima’ Khotuo replied.
‘My father in Piphema and mother was born in Zakhama’ Noune replied.
‘Where are these places?’ the Passport Officer continued asking.
‘All these places are in Nagaland’ Khotuo replied for both of them. After a pause, the passport officer asked ‘Are you citizens of India...?’
Khotuo and Noune were flabbergasted at the question asked by the passport officer.
Khotuo recovered and replied ‘Are you asking if we are citizens of India...?’
‘Yes...Are you citizens of India?’ the passport officer continued.
‘Sir, all our documents have been submitted to you. These include our birth certificates, schooling certificates, college certificates, tribe certificate etc. We belong to Nagaland. Nagaland is a full fledged State of the Indian Union. How can you have doubts on our citizenship...?’ Khotuo was almost shouting.
‘That’s all okay...please submitting an affidavit declaring that you are citizens of India...!’ the passport officer was relentless.
‘Sir, What is the proof of your citizenship?...How do you prove that you are an Indian citizen and we are not? You mean to say that you are more Indian than us...just because we belong to north east India!...we are not going to give you affidavits to prove our Indianness...if you do not issue our passports on this ground, we will resort to other legal means...!’ Khotuo replied........
.......During the NCC Republic Day Camp held at Delhi Dorothy Lyngdoh, Tombisena Devi and Asen Jamir along with few more girl cadets from the north east contingent went through a harrowing experience at India Gate. The girl cadets were strolling near India Gate when a group of men started following them.
‘Hey Chinky...hello Chinky...’ one of the men shouted at them.
The girls ignored the group of men.
‘Mera naam ching ching chu, ching ching chu...’ one of the men sang aloud.
The girls ignored the group of men and walked away.
‘Sayonara, sayonara...hey ching ching chu...’ the men kept following them.
The girls ignored the comments and walked away increasing their pace.
‘Mera joota hai Japani, yeh patlung chinesetani...’ the men continued their teasing.
Dorothy could not take it anymore.
She turned around and shouted ‘Bhaiya, hum bhi hindustani...please leave us alone’
‘Wah wah...ching ching chu hindi bola...kya chikni maal hain...’ the men continued their harassment.
‘Chikni Chinky...Chikni Chinky...Chikni Chinky...’ the men shouted at them.
The girls faced them and Dorothy replied ‘Please bhaiya, we are also Indians...we are not foreigners...please leave us alone’.
Tombisena said angrily ‘Kyun hame tang kar rehen hon, Aap logoke ma, behen nahin hain kya?’
On hearing this, the men got angry and started hurling abuses at the girl cadets. They started to surround the girls and started approaching menacingly. With no choice, the girls started shouting ‘Bachao, bachao, bachao...’
Luckily for the girl cadets, some more cadets from other mainland contingents were present in the same area. The cadets from other mainland contingents recognized them as fellow cadets and rescued them before the group of men could touch them.
Shocked and traumatized the girl cadets returned back to their camp.
Kholie Taniang from Arunachal Pradesh studied in an engineering college at Baroda. During his first year at the college, he realized that most of the students in the college had not heard about Arunachal Pradesh at all. During the ragging sessions when the senior cadets asked him which place he belonged to, the typical conversation would be ‘Where are you from?’
‘I hail from Arunachal Pradesh’ Kholie would reply.
‘Arunachal Pradesh...Where is Arunachal Pradesh?’
‘Arunachal Pradesh is located north of Assam’ Kholie would reply.
‘We have never heard of Arunachal Pradesh...Is it in China?’
‘No...Arunachal Pradesh is bordering China...but it is in India...it is a State of India’ Kholie would reply.
Unable to pronounce his name, many students and teachers called him variety of names.
His names included ‘Kalia’, ‘Koolie’ and ‘Khali -
Many seniors and colleagues made fun of his appearance, eating habits and lack of proficiency in Hindi. In fact when his roommate discovered that he ate pork, beef and types of insects, he immediately asked for a change of room. For a few months Kholie was the only student staying alone in a room in the entire batch as most students refused to share his room! Due to his eating choices many students called him ‘Jungalee’ and ‘Adivasi’! However, by the time Kholie graduated from the engineering college, he was accepted as a genuine member of the batch with these mundane differences set aside. Many of his mainland batch mates turned out to be lifelong friends on whom he could rely for almost anything.
